One thing is Norton Antivirus is coming out with version 2003 so does the
year 2003? Thats why they are flushing out old stocks especially this
year the sales was so low and inventory was so high. Go to eBay and
see hows the selling price there to gauge it.

How good and legitimate are these guys?
The price is extremely attractive.
On the other hand, the cynical me always wonder: Can it be true? Is there any hidden "cost"? Is it some kind of scam to get detailed info of my credit card etc etc?
If you use the various search engines that look at the price for merchandise, you will find many selling SystemWorks 2002 CD for as low as ~$12. This does not include a printed manual, which is on the CD.
