I don't see any problem here with Outlook Express. 
Maybe worth finding out what those who are having a problem are using for their 
email

  top of the message section of the email that says "Image:" together 
  with a download status. This is 
  downloading something for about a couple of <FONT

  100%. There is also a cancel 
  button similar to my regular download indicator. And when that is 
  activated a box comes on and says 
  "Display of Embedded mail images <FONT 
  face="Courier New">cancelled."  I guess I can't see why we have to have 
  unwanted downloads intruding on
