I'm not an Elliot Waiver but I can answer both of
those:
1. It depends on whether you're talking about the
primary or alternate count and what software you're using. It doesn't
really matter though because if 5 down begins and no one has labelled it 5,
you can just renumber your count when the downside breakout
occurs.
