It's always been my impression that each exchange provides a data-feed
"API" for their exchange data, which describes the format of the
real-time data, daily data and statistics broadcast by that exchange.

For example for the CBOE:
http://systems.cboe.com/webAPI/
or for the NASDAQ
http://www.nasdaqtrader.com/trader/mds/nasdaqfeeds/feeds.stm

However I couldn't find the link for the ISE.

Then 3rd party data vendors, among many others, subscribe to receive
that exchange's feed.  These 3rd party data vendors seem to be allowed
to aggregate indices and statistical data and broadcast that to all
subscribers to their feed.  That's how I suspect DTN and other vendors
collects the various option exchange statistics that Bob described and
broadcast it under indices.

However it's certainly not up to the ISE to ascertain what each 3rd
party data vendor does with the ISE  exchange data.  It's up to each
data vendor to describe the symbols they use in their feed.
