Charles,
Yes, "Y" is the only letter that can be either a vowel or a consanent.
When it is at the front of a word, such as Yes or Yellow, it is a consanent.
It it is at the end of a word, as occurs with many adverbs such as
"instructively", it is considered a vowel.
