[RT] Cars and Taxis return to Wall Street

In case anyone is wondering.  Life on Wall Street has returned to a
"somewhat more normal" state.  Today is the first day since 9/11 that
"noncritical" traffic is back on Wall Street.  Limo's and Taxis only so far.
Lunchtime had the street filled with people .....    the first time that has
occurred in weeks.
