Not sure of a dedicated program, but you can trace the connection from a DOS
prompt (Start>Programs>MS-DOS prompt).  From the DOS prompt line you type
tracert followed by the web address of the site you are looking to connect
with (i.e. tracert www.yahoo.com).  DOS will then list each hop that you
make in the connection with the number of ms at each one.  This will give
you a good idea of where any bottle necks might be.
