.PIF files are used on Windows systems.  You can look at the file without
executing it by right-clicking on it and selecting Properties.  PIF's are
used to tell the operating system what parameters are required to run
certain programs.  They were originally developed for Windows 3.0 (maybe
2.x) to tell it how to deal with command-line programs but I think they can
be used to run any executable.
