The market was up 13% the first 2 years of Clinton's term (92-94). It
wasn't until after the elections in 1994 when the Republicans gained control
of both Houses that the bull market really took off. The Dow was around
3500 in late November of 1994. Clinton of course deserves some credit as
well.
Just a clarification of your facts. Not agreeing or disagreeing with who is
better for the markets as I don't believe it's all that relevant.
