Yes, but they still must be postmarked according to most states so that
there is a record of when the vote was made. You can still ask for a
postmark without a cost. The armed forces warned personnel to request a
postmark for their ballots.

Military votes do not need a postmark at all.  In fact, federal stature
clearly
states that in the event that a member of the armed services is sending in
his/her vote for a federal elected official, then the vote shall be
delivered
free of charge.
