That is my first reaction.  If I were bumming, I sure wouldn't pick the most
expensive place in the world to live.
I would move to Florida, where the weather is warm, and rents below the
upper stratosphere.
There certainly are some professional beggars (regulars).  In Silicon
Valley, the working poor are numerous.
Rents are so high that hundreds of these hard workers are sleeping in
hostiles, churches, and gymnasiums.
The woman's sign also read, "Lost Lease".  She could join the troops at the
hostile if she had to (or wanted to),
I would think.
