One last attempt at a clear description of the problem:
Global server is running - resources are fine
Open ProSuite with NO workspaces open - resources fine and unchanged
Open a new or existing workspace and resources drop to 7% or lower with the
resource meter red or empty.
    (Actually never get to the point of selecting data for the new workspace
as the warning appears)
Close the new workspace and resources still in trouble.
Close Prosuite and resource meter returns to green.

Gotta be an answer for this.
