I'm reading the exemption right here from the Commodity Futures Law Reports: 
  Section 2222c, 4.13, 2(ii) a & b.

Call CFTC for copy.  They faxed it to me.  Once again, this is two years 
old.  I think this is the number 202-418-5468.
