Neither party wants to greatly reform the manner in which taxes are
collected.   Loopholes, redtape, vague interpretations, a Federal Agency
awash in incompetence which is in charge of collections... all these things
add up to unlimited opportunity for political graft, theft and pork barrel
vote buying.   Simplify it and you simplify checks and balances.  It ain't
gonna happen.
