The CFTC also has a role in monitoring problems in electronic systems
because the CFTC decides whether and when the exchange gets to trade a new
contract.   I believe in the past the CFTC has been mostly concerned with
issues like proper audit trails.   For example, if I recall correctly, the
CME had to delay starting trading in a new contract because the CFTC felt
the CME's procedures needed improvement.   The CBOT however got much quicker
approval to start trading a new contract (DJ maybe) because the CFTC felt
the CBOT didn't have the procedural problems the CME had.

Perhaps the CFTC should also consider the adequacy of electronic systems in
deciding if and when an exchange can start trading a new contract.
