atomic clock/dynamic quote feed

Would someone please post the www. for the atomic clock?
Also, when quote.com or whomever sends data in 'real time', it isn't
quite!! Any suggestions for a data service that sends only 'updates' for
dynamic realtime stock data instead of past and present data? I know that
Trade-cast does that, which is what makes it much faster, but they only
have a Level II service for $ 300 p.m., whereas q-charts costs $70.00.
