Garbled messages in digest

I just switched to a new NT workstation and RT digest seems to have a 
fair amount of responses within digest of total encryption of some sort 
mixed in with perfectly readable format. Are other people seeing this or 
just me? I have been on this list for a few years and have not seen this 
occurence so prevalent before.
