You must either be on the digest version of RT or paying by the hour/minute
for your connection where a case might be made for that approach. But a lot
of us (at least in the US), have unlimited connections where it doesn't
matter how much data we receive or how long it takes.
IMO, always include the pertinent parts of the original message that you are
replying to. There is little more frustrating in email lists than to see an
interesting answer/reply and wonder what the original question or subject
was.
