Pretty much so.  Tops to Globex was timed at 2.5 seconds by some techies at
the CME.  The CME-IOR which my clients use to trader over the Internet was
timed at 1.5 seconds by the techies from an inhouse connection.  Needless to
say, it is pretty fast.  When I see the bid move through my price on the E-
mini S&P, it is about 2 to 3 seconds before my TOPS printer spits out the
fill.  So their readings seem just about right.
