Below is a note from Jeff at DBC that was sent to the omega-list.

Hope this is useful. I am heading outside to move the dish as
we speak. It is only supposed to be 4 degrees. If you access
the microspace site it will tell you what the new positions needed for
your city are.

I hope this is legit and I am not passing on bad info.

Microspace Communications - Galaxy 4 Information
Last evening, Tuesday, May 19, 1998, at approximately 6:00 pm EDT, the
satellite operator, PanAmSat Corporation, experienced an anomaly within its
on-board spacecraft control processor (SCP) on the Galaxy IV satellite.
Tracking, telemetry and control of the satellite is maintained by the
control processor and is fundamentally required to keep the satellite in its
proper orbital position. At this time, Galaxy IV is not in its proper
orbital position and we have been verbally advised that Galaxy IV at 99
degrees West longitude will not be placed back into service.
Microspace has acquired replacement satellite capacity on Galaxy 3R. This
satellite is located at 95 degrees West longitude and has very similar power
levels. The frequencies of this satellite are the same as your existing
receivers and, as a result, no adjustments to your receivers should be
required. The uplink antenna equipment is now pointed at Galaxy 3R. You may
begin repointing your remote antennas immediately.
This replacement satellite capacity is located only four degrees from your
present antennas. As a result, antenna repointing can be accomplished with
relative ease by moving the antenna slightly to the east. In most locations,
the antenna elevation is very close also.
