If you enter amarket order or a limit order at a price below the opening
price and the opening price is a plus or plus equal tick, then you are
entitled to a fill at the opening price.  However, it it is a down tick
from the prior close, then you must have an uptick.  However, if your
order is placed on a regional exchange,  you may short on a downtick if
it is an equalizing trade with the primary market, i.e. the same price as
it is selling on the primary market.
