The car may indeed "run on water" but the hydrogen may be extracted
by consuming a metal hydride, in which case the hydride is the
"fuel".
That doesn't mean it's non-viable as long as the metal hydride is
abundant, cheap, and produces nontoxic byproducts. Who knows?
