Mike,
You should not mix up the FREE web site which can do a lot for you, even
limited portfolio backtesting and the software itself. The web site is free
for anyone; the software has the restrictions to foreigners (similar to how
TradeStation handles 2000i, except that we still develop and support WLD).
None US citizen are not allowed to receive WL-Pro; ergo they are not allowed
to test on fundamental data for example or receive free data. US citizen
must make 100 trades a year (not a month as you stated in your mail).
You can program and test on EOD data on the web site. You can change the
over 1200 existing codes and work with it on the web site no matter where
you come from.
I hope it clarifies things and I am not receiving any commission!

Your web site clearly says right at the top:
"Note: Wealth-Lab Developer is available to customers outside of the
US and Canada only. If you are a US or Canadian resident, please
contact Fidelity Investments and inquire about obtaining Wealth-Lab
Pro."
This means to me that no U.S. citizen can use Wealth-Lab Developer.
