It might be interesting to develop in FoxPro.
It is an advanced interactive/interpreted language.
Forgiving in that way.

Otherwise, I think state of the art is C# and MS-SQL 2005.
Big learning curve.

Oh group experience, please tell me.....

If you wanted to program a system and not use the Omega platform and not
spend ten's of thousands of dollars on a state of the art testing platform,
what would the best language and software be for system programming these
days?? Performance report would be nice but no need for compounding money
management or portfolio sizing.

Excel???
Does anyone have experience with Sequel??
