Backtesting across a portfolio

Are there any add-ins for TS so that I can run strategies on a portfolio?
i.e. so that:
 - I can run all of the strategy reports, including equity curve for the
entire portfolio
 - I can create functions on the portfolio, e.g. "On Condition X move money
from Retail to Utilities"


If nothing like this exists for TS, are there software packages other than
TS that can do this?
