I have an old PC that I can hit the Ctrl+F1 keys and the machine will
power-up (cold boot).  This allows me to move the box away from my desk -
great for noise management.  Windows handles the power-down.

I just set up a new PC and Ctrl+F1 doesn't do anything.  I built both
machines but I don't remember doing any special setup on the old machine to
give it this behavior (I discovered it by accident!).  The keyboard is just
a cheap generic. Is this some special feature of the motherboard?  Can
anyone shed some light on how to setup a new machine to allow power-up from
the keyboard.
