2000i error Ortc.exe

Hello Omega,

  I am getting program crashes and I have isolated it to the process
  Ortc.exe and when I check dependencies, I am missing APPhelp.dll
  It  is  not on my system. Could some kind 2000i user do a search for
  this  dll  on  their  system and if they find it, send me a copy and
  also tell me where it should be placed in my system.

  By the way, this is the process that runs when an alert is given.
