end of quarter settlement

Is there a special settlement that goes on with the Mutual funds at quarter
end?

I saw that the SP was settled marked to fairvalue instead of last tick
close.

I thought that trade day was shortened by 10 min (Last trade at 1305PST),
but SP traded to normal close.  Did that change?
Or have I been misinformed?
