No, and there's no need to, and it doesn't work even if you do.

Daylight Savings Time is handled automatically by TS.  You 
specify the DST rules for each exchange individually under Tools 
-> Edit Exchange List, since each exchange can have different 
rules for DST.

TS2k didn't properly handle the DST change without rebooting, but 
once I rebooted it DID correctly make the shift to DST.  Actually 
rebooting probably wasn't necessary -- probably restarting TS and 
GS would have been enough -- but I wanted to fix it and get going 
again as quickly as possible so I overkilled it.

When I experimented with the Offset from Datafeed Time setting, 
as far as I could tell it changed only one thing:  the time shown 
in the lower-right-corner of the TS2k screen.  NOTHING else.  Not 
the times in the charts, not the timestamps of the data, nothing.  
It looks to me like they started to implement the time-offset 
feature that TS4 (correctly) supported, but never finished it.  
It's an incomplete and useless feature.  If you've found a way to 
make it work RIGHT, I'd like to hear it.
