It is possible to go short on any stock your broker can
borrow
shares for you.  Some brokers will tell you which ones are
shortable.
For example, IB maintains a list. You can find it by go to
 http://www.interactivebrokers.com/index.html, and search
for
shortable stocks. On the TradeStation system, they indicate
a
stock is not available for short by adding (HB) -- hard to
borrow?.
However, if you really want to short a stock, your brokers
may
still be able to borrow it for you; all you need to do is to
call them.

Still, most successful traders would recommend you to trade
(long or short) high volume and high price stocks that move
or are posed to move?  That excludes a big percentage of
nasdaq stocks.
