Checkout Dynaorder from the makers of Dynastore at http://www.dynaorder.com
There is a little learning curve with it, but for those programming types
out there it should be no problem. Currently supports IB TWS. He is working
towards PATS approval currently (JTrader).

Dynaorder also has a Papertrader interface to paper trade your strategies
with real time data feed either through IB TWS, Dynastore interfaces, or
eSignal. More info is available on Papertrader @
http://www.dynaorder.com/Help/pts.asp

I've used both and am happy with their performance.
