I'm not certain whether the Registry | Export Registry File command
in regedit.exe gives you a truly complete backup of your registry,
but it's better than nothing.
A good quality backup utility will back up your "system state" files,
which include not only the registry, but also the boot files, system
files and COM+ class registration database. I believe the registry
is dependent upon these other system state files, and they would
be necessary for a full restoration.
