time to the sec

Using PS2Ki.  Time in tick charts do not display to the second.  So ticks
within the same minute have the same time stamp.  Is that it or am I missing
something?  If not is anybody using GlobalTime from www.investlabs.com or
any other product that adequately solves this problem?
