when is the open for DAX and STOXX 50. e-sginal is always off

Hello List,

I've just started to follow the DAX and STOXX 50
futures and note that according to the Eurex website
the opening time is 0200 Centeral Time (US).  E-Signal
doesn't post any trades until typically 5-8 minutes
after the open.

Is this a function of the exchange?  Is this normal?
