Yes. I believe they can, but it is VERY processor intensive ( on the router)
to do traffic shaping, and I'm not sure if it can be done on a single IP
within a network. If I recall correctly ( from a couple of years ago now),
it requires at least a 3600 series router/processor. There are other
bandwidth limiting solutions/hardware that definitely work on individual
IPs, but they are fairly expensive (or at least used to be --   >5K),  built
primarily for ISPs or web-hosting companies to limit and monitor usage for
metered or bandwidth capped services.
