TS4 to Win_XP

I have a colleague who is trying to put his TS4 onto Win_XP, but without his
security block. This is onto a new machine. The previous installation gave
many 'sciaat' problems with the printer and he is interested to load it
without the dongle?

I have checked traders2traders and noted the instructions for loading onto
Xp, but can anyone verify whether or not it can be loaded without the dongle
?
