I was thinking about live data, where the data is available on-demand. I'd
agree that the cost of getting the data and reselling it would be less if
on-demand services are warranted. But it would still have to be a real
business to be a successful service, particularly as there doesn't seem to
be a data vendor that "gets it right" as yet.

Are we talking about a LIVE ticker plant or a repository of data?
Data (tick and EOD) can be purchased from exchanges or third partys and
if cleared, legally resold.
All this for a fraction of $500K/year.

about $500K a year. How many users would be required to pay how much?

and the legal issue is still there!
