Run external programs from within TS6?

My experience is with earlier versions of TS.
Another option I have used to have outside programs
cooperate with TS is to have TS write to a text file when
some action is needed by the outside program.
The stand alone program would pole the file every 10 sec
or so and then perform action as directed by other data
in the text file.  I used to send myself an email on my phone
when TS was getting potentially close to a trade.
