Open & Read .csv file from Easy Language?

Does anyone know how to open and read a .csv file from within Easy Language?
Easy Language provides the capability to write .csv files, but not to read
them.

I can think of several ways that would work.

A. Us an existing Windows dll to open and read the file.
B. Create a dll that opens and reads a file.
C. Use HashNums. (Not an acceptable solution for this application)\

Is there an existing .dll that will do this?
