Generating a unique reference # per indicator?

Does anyone know how I can generate a unique integer. That
is, a unique integer for each study (strategy,indicator,etc). It
can vary from run to run but it needs to be unique in that
it does not equal any other number of this type that is
generated for or obtained by any other active study?
