Somewhere on the web I found this advice:
To make Win98 work with more than 512MB RAM
In C:\windows\system.ini
Add the following to the [vcache] section:
MaxFileCache=approx 70% of RAM in kB(write 512MB as 512000)
Have not tried it though.
