Well I just had to do this this evening when Outlook Express (I know, I know!) would not open for me. So I could not do the export thing.
I had to make some registry settings which are not relevant to your query which essentially resulted in a 'new' Outlook Express with none of my original messages. I then had to import my old email messages. These are "*.dbx files" and are in the documents &settings\administrator\local settings\application data\Identities\{OE GUI #}\microsoft\outlook express folder (in Win2k. If unsure do a search for *.dbx and it will be obvious where they are.
Then do FILE>IMPORT>Mail Messages
Choose the version of OE
Browse to where the files are, when prompted
Import the files from "an OE storage directory"
Your address book is a *.wab file and can be imported in a similar manner
You can also import your blocked list and mail rules but that involves tinkering with the registry
And that should do it
