I had something like that happening but just the video cards wouldn't
initialize, so the 2nd and 3rd monitors got garbage on them. I run 3
monitors off that Win2000 system.
So I updated all the video drivers, and downloaded all the service packs, ie
updated the operating system to the very latest versions.
All problems went away.
Whether this solves your problem or not, dunno.
Worked for me, but think mine wasn't as severe as your sounds
