For an advanced solution to the kind of functionality you're seeking take a
look at http://www.smiletiger.com/. However, it isn't free software. But if
a few people want to pool a few bucks, I'd install and host the server
component at www.traders2traders.com for everyone's use. There are other
collaborative tools at this site which seem very interesting for this
application genre.

Hosting resources at www.traders2traders.com are available to expand the
concept of cooperatively purchasing application services tools, such as
interactive doc sharing, instant (& private) messaging, etc. Any idea that
empowers trader-community is welcome.

I just began using SnagIt for gif files I share in a chat room.  It is
easy and obvious in its functions.  It also comes with SnagIt Studio
that allows editing of the image.  I haven't used Studio but believe
it will do what you want.  Download and try it free at
www.techsmith.com.
