I recently erased TS4 from my hard drive and haven't reinstalled yet, but I
seem to recall that one of the .ini files has the screen resolution in it,
and changing that value to your screen width ( 1600x600 for a 800x600 res
system) will fix the problem.
As for the CPU, open the portfolio and leave it open. That will reduce usage
to normal levels. In online mode you'll lose a second or so in data delay.
