I think we are "preaching to the choir".
All experienced programmers absolutely know such standards and
comments in code are worth the added effort and all new or casual
programmers don't think they are worth the effort.
It has always been that way and seems unlikely to change ... at least
until they lose a lot of money on some stupid mistake in their
obscure code...
