No, he (implicitly) stated 25/100, or one quarter, equals 15/60, or 
one quarter hour.

You could have as easily said that 1 equals 15, since he said it was 
ONE quarter past three.  Or any number, for that matter, since you're 
ignoring the denominator.  

The questions was nonsensical without knowing you were throwing away 
such critical information -- no wonder nobody answered.
