Convicted hackers have a typical mindset that other programmers don't have.
The mindset is so strong, that typical hackers have difficulty going
straight. It stems from the feeling of power and an extreme sense of
accomplishment by breaking through security measures that were meant to keep
people out. The thrill of the attack (and the adrenaline rush that goes with
it) and the mere capability of causing extreme havoc drives the hacker to
uniquely think in a manner that is outside the normal realm of thinking for
programmers. This complete emotional drive involving the whole soul, causes
hackers to find the cracks, the back doors, the loopholes in the system they
are trying to break.

By directing this "talent" in the right way, hackers would be excellent at
breaking enemy systems, and for the hacker, would be quite rewarding as it
would feed the thirst that they have developed.

Most Silicon Valley talent is from China and India (many of them are
Muslim),
not your typical CIA recruit.
