Two explanations. 1st I read a report by a structural engineer.
He said the fie systems were designed so that if a fire broke out on say the
15th floor, sprinkers would go off on 15 and 16. Then if the fire spread to
16 the sprinkers would trip on 17 and so on. In this case fires broke out
on at least 10 floors at once. The system simply could not supply that much
water all at once.
2nd issue. Water is totally ineffective against a jet fuel fire. Airports
use foam to smother them. Unfortunately no one ever considered there would
be a jet fuel fire in a high rise building.
