El Code for drawing a horizontal line

Hello List,

I'm trying to draw a horizontal line at the price
level of the close 15 bars back, and from 15 bars back
to the current bar via EL code. I'd like the one line
to update automatically rather than drawing a new line
with each new bar. I've been working with the TL
functions but have not found a way to efficiently
accomplish this.  Any help is greatly appreciated.
